Pay Range

$206,490 - $318,216 Annually

$206,490 - $265,188 Annually for the SEL.4 level

$247,800 - $318,216 Annually for the SEL.5 level

Job Description

We have an opening for a Production Liaison Group Leader with responsibilities for supervising a team of engineers working as production agency liaisons within the Weapon Technologies and Engineering (WTE) program. The production liaison team serves as resident Points of Contact (POC) for Lawrence Livermore National Laboratory (LLNL) at production agencies within the Nuclear Security Enterprise (NSE) and act as conduits to interact with personnel from other design agencies, production agencies and the National Nuclear Security Administration (NNSA). The successful candidate will provide technical and administrative leadership to a high-functioning team responsible for integration, coordination, and problem solving across the NSE production agencies, and will foster and uphold DTED’s mission, vision, and values through leadership of LLNL production liaison personnel. This position resides in the Defense Technologies Engineering Division (DTED) within the Engineering Directorate.

Depending on your assignment, this position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide leadership, supervision, and administrative direction, and promote teamwork for group personnel. Responsible for high-level goal setting, strategic planning, and directing and accomplishing project/program goals and objectives;
  • Support recruiting, hiring, training, career development, and performance management activities as needed to meet programmatic staffing, employee development, and performance related and salary management needs, including providing career counseling, mentoring, and guidance;
  • Provide technical and administrative management solutions, including determining and pursuing courses of action essential to obtaining desired outcomes, to highly unusual, complex, and/or sensitive issues where the solution path is not known ahead of time;
  • Provide technical, safety, and security leadership to group personnel and activities and collaborate with project principals and group personnel in defining employee work assignments;
  • Manage many parallel tasks requiring the resolution of conflicting work requirements and the prioritization of tasks to meet pre-determined targets;
  • Advocate for required resources at the production agencies to support execution of programmatic work scope and to ensure requirements can be met by liaison staff;
  • Serve as a subject matter expert and lead and engage in thoughtful engineering peer reviews and design reviews to ensure the technical excellence of our designs and our workforce;
  • Monitor performance required to meet programmatic milestones and deliverables and lead corrective actions where necessary;
  • Maintain robust communications, collaborations, and contacts, internal and external to LLNL; ensuring that risks and requirements are communicated in an effective and timely manner to senior leadership;
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.5 level

  • Determine, build and deliver staff training elements necessary for successful execution of the liaison role;
  • Advocate for LLNL stake at the production agencies, creating parity with other NSE design agencies;
  • Influence strategic technical resource decisions made by senior management and external customers;
  • Serve as an organizational spokesperson and senior technical expert for Laboratory management and/or as an external advisor for customers and sponsors and serve on external scientific or technical committees;
  • Mentor staff across the organization.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire;
  • Bachelor’s degree in Engineering, or the equivalent combination of education and related experience;
  • Significant experience developing and implementing creative solutions to a diverse range of highly complex problems;
  • Significant experience in working with and mentoring career staff from different disciplines;
  • Significant experience with, and subject matter expert knowledge of, nuclear weapon systems, and production processes across the nuclear enterprise;
  • Expert verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information and provide advice to management;
  • Significant leadership, interpersonal, organizational, and supervisory skills to lead personnel, write performance appraisals, and be able to actively participate in performance management processes;
  • Demonstrated high-level facilitation and collaboration skills necessary to promote and maintain productive relationships across programs, directorates, and agencies within the nuclear enterprise complex.

Additional qualifications at the SEL.5 level

  • Extensive experience in the leadership of personnel for technical projects, including establishing staffing pipelines and technical mentorship across a broad range of activities;
  • Ability to plan the integration and implementation of new programs and/or operational best practices;
  • Demonstrated subject matter expert knowledge of and extensive experience with nuclear weapon systems, their design and production processes;
  • Expert level communication, facilitation, collaboration, and interpersonal skills necessary to effectively lead a team, influence, and advise senior management;
  • Extensive experience interfacing with National Security Enterprise (NSE) production agencies and the product realization process.

Qualifications We Desire

  • Master's degree in Engineering or related field, or equivalent combination of education and related experience;
  • Expert level knowledge of Laboratory policies and practices and applicable NNSA orders;
  • Detailed understanding of production and integration activities across the NSE production agencies;
  • Experience leading teams across diverse geographical locations.
