Pay Range
$353,730 - $456,492 Annually for the TSM.3 Level

Job Description
We have an opening for a Associate Deputy Director for Program Enablement in the Strategic Deterrence (SD) Directorate. SD is a complex, multi-discipline program directorate with a $1.8B annual funding portfolio supporting ~2,900 employees. You will be a member of the SD senior management team leading program enablement activities and organizations, including the development of the staffing strategies and development of strategic business processes and applications which will be instrumental in ensuring the successful long-term delivery of SD’s programs and projects. You will interact with SD program personnel, high-level internal managers, partner laboratories, external sponsors, Laboratory support organizations, NNSA/DOE and LLNL senior managers. This position is in the Strategic Deterrence (SD) Directorate.
In this role, you will
- Collaborate with fellow members of the SD Senior management team to lead the development and implementation of a strategic approach to SD program enablement.
- Oversee the development and execution of a strategic plan for SD workforce hiring, training, development, deployment, retention, succession planning, IDEA and culture that meets both the workforces needs and the current and emerging requirements from the SD program.
- Act as the principal SD point of contact for SD participation in institutional workforce related activities.
- Oversee the operation of the Design Physics Division, Weapons Business Operations Division, Operations Division, IT organization, Office of Classification and Export Control and the Knowledge Management Program.
- Oversee the development of business solutions to ensure both business applications and IT solutions meet future and the growing needs of SD programs.
- In collaboration with the SD Associate Directors, develop and execute an effective SD knowledge management strategy, and associated processes.
- Represent SD program and LLNL to senior Lab management, DOE/NNSA, and other federal agencies, including developing and maintaining effective relationships with a suite of funding agencies.
- As a key member of the SD senior management team, interact and negotiate across the program to set and implement directorate program strategies and policies.
- Develop and implement plans to promote culture, diversity, equity, and inclusion.
- Perform other duties as assigned.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
- Master’s degree or equivalent combination of education and related experience.
- Extensive experience working in a senior management team environment and demonstrated high-level leadership and personnel management skills, including at high levels within internal and external organizations and constituencies.
- Extensive experience developing strategic solutions to complex managerial problems with a strong record of innovation.
- Extensive experience leading, influencing, and motivating multi-disciplinary teams.
- Extensive experience of line management, including broad experience across different classifications, job codes & abilities.
- Extensive experience interacting and negotiating at the executive level with internal and/or external managers, customers, and sponsors. Proven ability to influence change at the senior executive management levels.
- Extensive experience and well-developed understanding of both SD program and line organizations.
- Extensive knowledge of Laboratory programs, policies, and procedures, and in-depth knowledge of the Laboratory’s mission, strategies, and goals.
- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise executive and external sponsors/policy makers.
- Demonstrated experience implementing plans that promote and value diversity, equity, and inclusion principles in the workplace.
