Pay Range
$206,490 - $318,216 Annually
$206,490 - $265,188 Annually at the SEL.4 level
$247,800 - $318,216 Annually at the SEL.5 level

Job Description
We have an opening for an Associate Program Leader (APL) for the Biological Science and Security Program (BSS) within Global Security’s Z Program. This position will oversee and manage the Bioforensics and Genomic Sciences portfolio. Keeping the world safe from ever-changing biological national security threats through revolutionary advances in detection, characterization and mitigation is the focus of Biological Science and Security. You will provide technical leadership for the scientific staff while closely collaborating with the BSS Program Leader, Z Program Leaders, Global Security and Laboratory leadership to coordinate BSS Staffing and recruitment and to develop new research opportunities related to national security.
This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
- Serve as a member of and interact regularly with the BSS leadership team, supporting the development and implementation of institutional objectives and goals while informing strategic decisions for senior laboratory management and external stakeholders.
- Develop a national security human forensics and bioinformatics capability that utilizes LLNL’s technical leadership position in high performance computing and genomics.
- Lead, manage, and coordinate Principal Investigators (PIs) and projects, ensuring that project deliverables are met on time and within budget while adhering to the highest standards of technical and analytical quality and fiscal management in accordance with all Laboratory safety and security requirements.
- Provide strategic direction and identify and pursue program development opportunities for the BSS, including development of research proposals in collaboration with potential sponsors and customers.
- Serve as a point of contact for relevant technical and policy areas associated with the program’s mission areas and sponsors as defined by the BSS Program Leader. Represent the program with sponsors and other U.S. Government (USG) organizations, traveling as necessary.
- Ensure appropriate quality standards for reporting on complex projects, program deliverables, research, and development activities to include review, coordination, and approval of publications and presentations.
- Oversee the planning and direct activities for staffing of program projects; manage program budget, allocate resources, determine qualifications standards, and attract, retain, recruit, and select staff with biological expertise.
- Perform other duties as assigned.
Additional job responsibilities, at the SEL.5 level
- Develop innovative concepts and provide technical knowledge for both analytic and scientific research and development activities; provide strategic decisions by senior management and external customers.
- Present project accomplishments and meet customer expectations, as well as identify new opportunities, goals, and application areas by leading the development of proposals while interacting with senior program management. Provide recommendations for national strategic investment, as appropriate.
- Develop and implement innovative analytical capabilities within the program and apply them against an expanding national security portfolio.
- Brief senior management and senior U.S. Government policy experts on overall impact and approach of research programs.
Qualifications
- This position requires an active Department of Energy (DOE) L-level or Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time if hire.
- Master’s degree in biology, physics, chemistry, engineering, computer science or a closely related field, or the equivalent combination of education and related experience.
- Extensive knowledge of biological sciences and their relevance to national security issues and Weapons of Mass Destruction (WMD).
- Significant experience managing, leading, and supervising multidisciplinary projects and teams and delivering subject matter expertise to external programmatic sponsors. Extensive experience in building, motivating and leading complex teams to work toward organizational goals.
- Extensive experience formulating, developing, and executing projects that support national security.
- Demonstrated verbal and written communication skills necessary to effectively present, explain, and advise senior management and external sponsors and customers, including preparing and presenting proposals and reporting results.
- Significant experience working in a classified environment with highly complex, multi-agency security requirements and with both classified and unclassified subject matter.
- Extensive experience directly managing multi-million-dollar budgets and effectively balancing complex technical and budgetary priorities.
- Ability and willingness to travel in support of the program.
Additional qualifications, at the SEL.5 Level
- PhD in biology, physics, chemistry, engineering, computer science or closely related field, or equivalent combination of education and related experience.
- Significant knowledge of and extensive experience leading, developing and executing science and technology projects or programs or performing assessments and analyses related to the national security aspects of biological sciences.
- Extensive experience with programs and projects for National Security mission applications; understanding National Security mission requirements and related issues.
- Technical knowledge of advancements and emerging technologies related to biological sciences that have global impact and the ability to champion, lead, and develop innovative principles, theories, and concepts.
Desired qualifications
- Ability to clearly present findings to a diverse audience of national security personnel, scientists, and policy experts including senior government leadership.
