Job Description

We have an opening for a Division Administrator for the Materials Science Division (MSD). You will be a key member of the division’s senior management team and perform as the Division Administrator for various aspects of administrative business. You will be initiating, recommending, and implementing internal administrative systems and procedures, while directing and overseeing all management aspects of the division’s administrative support personnel. This position is in the Physical and Life Sciences Directorate.

Pay Range:

$125,850.00 - $156,252.00 Annually for A01.4 Level

In this role you will:

 

 

  • Primary point of contact for division administrative matters; plan, execute, and/or provide oversight to a variety of workforce, operational and organizational requirements, and activities.
  • Using expert knowledge of functional area and comprehensive knowledge of related areas, assess and develop courses of action related to business and/or organizational strategies, practices, initiatives, requirements, and deliverables.
  • Manage division administrative staff to include hiring, supervising, mentoring, career development, disciplinary actions, training, performance appraisals, coordinating work assignments, and providing ranking and salary recommendations.
  • Represent the division on self-assessment, audit teams, or work-related committees, and lead projects to set and establish protocol and procedures.
  • Solve complex and sensitive problems, develop and implement new techniques and procedures, interpret policy, formulate recommendations and establish procedures.
  • Establish and maintain complex databases, spreadsheets, and tracking systems to ensure action items are completed by the required due date and follow up on pending items.
  • Analyze and interpret HR requirements/guidance and determine and pursue courses of action to obtain results.
  • Investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters.
  • Perform other duties as assigned.

 


Qualifications

 

 

 

 

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
  • Advanced supervisory experience with demonstrated leadership and team building skills to effectively build and manage administrative personnel who support multidisciplinary groups.
  • Comprehensive knowledge of recruiting, hiring, performance management and staff relations practices and an understanding of HR compliance requirements for hiring FLSA, ADA, EEO, etc., and experience interpreting and applying a wide variety of personnel policies and procedures.
  • Advanced administrative, organizational, and analytical skills, including detail oriented, flexibility and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines.
  • Ability to work effectively with short deadlines and frequent interruptions, and anticipate, identify, and resolve complex issues effectively.
  • Advanced verbal, written, and interpersonal communication skills necessary to handle sensitive and confidential issues with tact, discretion, and mature judgment, and interact with a diverse group of personalities and disciplines at all levels internal and external to the Laboratory.

 

 

  • Experience in administrative line management of personnel functions for a diverse organization, interpreting and applying a wide variety of personnel policies and procedures to complex situations with in-depth knowledge and understanding of recruiting, hiring, performance management, staff relations practices, and HR compliance requirements (e.g., FLSA, ADA, EEO). Extensive supervisory experience with leadership and teambuilding skills to effectively build, lead, and manage an effective business and operations support team.
  • Significant analytical, research, and complex-problem-solving skills to independently and successfully resolve unique and highly complex problems. Extensive experience participating in strategic planning activities.

  • Knowledge and experience interpreting and implementing LLNL policies, procedures, and practices.
  • Knowledge of the Physical and Life Sciences Directorate.
  • Familiarity with foreign national policies and procedures.
